Short answer: lead routing should assign the right accountable person quickly and explain why. It should not optimize speed by creating duplicates, ignoring capacity or hiding unworked leads.

Create a normalized lead record
Combine source, campaign, received time, organization, geography, product interest, consent, customer status and stable identifiers. Preserve raw attribution separately from normalized fields. Do not overwrite first-touch data merely because a later form is easier to parse.
Deduplicate cautiously. Matching only on email can merge shared inboxes; matching only on domain can merge unrelated subsidiaries. Route uncertain matches to review and preserve source records.
Put qualification before assignment
Reject obvious spam, but keep reason codes and sampling. Check existing customer, open opportunity and account ownership before creating a new sales queue item. Enrichment data is probabilistic and should not override direct evidence without rules.
Define required fields and a fallback queue. A lead should never disappear because country, employee count or product interest is missing.
Choose a routing model

Document precedence when several rules match. Store the rule version and reason on every assignment. Capacity should reflect working status, queue age and limits rather than a static user list.
Start an observable response clock
Assignment is not response. Record acceptance, first meaningful contact and outcome. Reassign only under defined conditions; repeated bouncing harms accountability. Notify the original owner when appropriate and preserve the history.
Track time to assignment, time to acceptance, time to meaningful response, unassigned age, reassignment rate, distribution by segment, route overrides, duplicates and conversion by routing path. Audit fairness by inputs and business rules rather than assuming equal volume is always fair.
Test duplicate submissions, existing accounts, absent reps, territory changes, after-hours intake, missing fields, owner departure, simultaneous assignment and workflow replay.

Decision rule
Use the simplest routing model that meets territory, skill and capacity needs. Every lead must end in an owned queue, and every assignment must be explainable and auditable.
